Tonga and New Zealand: The Friendly Islands and the Land of the Long White Cloud

The Kingdom of Tonga is the only surviving indigenous monarchy in the Pacific, ruled by the Royal House of Tupou since the unification of the islands under King Siaosi Tupou I in 1845. Located in the southwestern Pacific Ocean northeast of New Zealand and south of Fiji, Tonga comprises 169 islands (52 inhabited) grouped into three main island chains: Tongatapu (south, including the capital Nuku‘alofa), Ha‘apai (central), and Vava‘u (north). The total land area is approximately 747 km² with a population of around 100,000. The Tongan language, Christianity (Wesleyan/Methodist tradition is dominant), and the chiefly system are the foundations of Tongan cultural identity. Tonga was never formally colonised and voluntarily became a British protectorate in 1900, gaining full independence in 1970 while retaining its monarchy.

The Tongan diaspora in New Zealand is one of the Pacific’s most significant, with over 80,000 people of Tongan descent living in New Zealand — primarily in South Auckland, which has the largest urban Tongan community in the world. The RSE (Recognised Seasonal Employer) scheme sends thousands of Tongan workers annually to New Zealand for horticulture and viticulture work. New Zealand is Tonga’s primary source of remittances and maintains strong Pacific partnership ties with the Kingdom through development assistance, disaster response, and educational programmes.

Tonga is on New Zealand’s visa-waiver list. Citizens holding a valid Tongan biometric passport must obtain an approved NZeTA before travelling to New Zealand for tourism, business visits, or transit. RSE workers travel on a separate work visa.

NZeTA Requirements for Tongan Citizens

Four documents are required to complete the NZeTA application online from Nuku‘alofa or anywhere in Tonga.

1
Valid Tongan Biometric Passport
Your Tongan passport must be biometric (chip-enabled) and valid for at least 3 months beyond your planned departure date from New Zealand. The passport number, full name, and date of birth entered in the NZeTA application must exactly match your Tongan passport. If you renew or replace your passport after NZeTA approval, a new application must be submitted. Passport services are available through the Ministry of Foreign Affairs in Tonga.
2
Recent Digital Photograph
Upload a clear, well-lit photograph taken against a plain white or very light background. The photograph must have been taken within the last 6 months, show your full face without glasses or headwear (unless worn for religious reasons), and meet biometric specifications. Photographs taken in natural indoor light generally meet specifications; avoid strong flash or outdoor backgrounds.
3
Active Email Address
All NZeTA communications — confirmation, approval, and the NZeTA reference number — are delivered by email. Provide an address you actively monitor. Gmail, Hotmail, and Yahoo addresses are all accepted. Check your spam or junk folder if you do not receive a confirmation within a few hours of submitting your application.
4
Payment Method (Credit or Debit Card)
The NZeTA processing fee and the mandatory New Zealand International Visitor Levy (IVL) are paid online using a Visa or Mastercard. Payments are processed in NZD. Tonga uses the Tongan Pa‘anga (TOP), but NZeTA fees are charged in NZD at the prevailing exchange rate. Ensure your card is enabled for international online transactions before applying.

Exploring Tonga — The Friendly Islands and Their New Zealand Connections

Tonga’s four island groups each offer distinct landscapes, marine environments, and cultural experiences.

Tongatapu Group
Royal Capital & Ancient Monuments

The Tongatapu group is Tonga’s most populous and politically significant island chain, home to the capital Nuku‘alofa, the Royal Palace, and the ancient Ha‘amonga ‘a Maui stone trilithon (erected ~1200 AD, sometimes called the Stonehenge of the Pacific). Tongatapu hosts the majority of international visitors and is the base for most commercial and diplomatic activity in the Kingdom.

NZ parallel: New Zealand’s largest Tongan diaspora community is concentrated in South Auckland, maintaining strong cultural links to Tongatapu through church networks, family remittances, and regular direct flights. The Royal Tongan Cultural Festival in Auckland attracts thousands of attendees annually.
Vava'u Group
Humpback Whale Sanctuary

Vava‘u is Tonga’s most celebrated eco-tourism destination, renowned as one of only a handful of places on Earth where visitors can legally swim with humpback whales in open water. Every year from July to October, humpback whales migrate from their Antarctic feeding grounds to Tongan waters to breed and calve. Vava‘u’s protected harbour (Port of Refuge) is also Polynesia’s premier sailing destination.

NZ parallel: New Zealand and Tonga share a conservation partnership focused on humpback whale migration corridors, with both countries participating in the South Pacific Whale Research Consortium. Humpback whales migrate along New Zealand’s west coast on their annual Antarctic journey.
Ha'apai Group
Pristine Coral Reefs & Untouched Beaches

The Ha‘apai group occupies the central arc of Tonga and is one of the Pacific’s last truly undeveloped archipelagos. Its shallow lagoons, white-sand beaches, and coral reef systems remain largely untouched by mass tourism. The group includes Lifuka (the main island), Uiha, and numerous uninhabited atolls accessible only by local ferry. Ha‘apai’s volcanic activity — including the 2022 eruption of Hunga Tonga-Hunga Ha‘apai — places it at the geological frontier of the Pacific Ring of Fire.

NZ parallel: New Zealand provided significant disaster relief following the January 2022 Hunga Tonga submarine volcanic eruption and tsunami, which caused widespread damage across Ha‘apai and Tongatapu. The HMNZS Wellington and NZDF C-130 Hercules aircraft were among the first international responders.
'Eua Island
Ancient Rainforest & Heritage Trails

‘Eua is Tonga’s oldest and most geologically complex island, containing one of the Pacific’s few remaining primary rainforests. The ‘Eua National Park protects rare endemic bird species — including the ‘Eua parrot and Pacific pigeon — and ancient trail networks used for centuries by Tongan communities. Unlike the low-lying atolls of Ha‘apai, ‘Eua rises to 312 metres, offering dramatic cliff formations overlooking the Pacific.

NZ parallel: New Zealand’s Department of Conservation (DOC) has partnered with Tonga’s Ministry of Lands and Natural Resources on Pacific biodiversity programmes focused on endemic bird protection — paralleling similar conservation challenges in New Zealand’s own island sanctuaries such as Kapiti and Tiritiri Matangi.

Tongan citizens planning multiple visits can use the same NZeTA for all entries within the 2-year validity, provided their Tongan passport has not been renewed or replaced since the NZeTA was issued.
